Well, first of all, I don't think that society has a set idea of what an education should be. Some think it is to learn to read, write, and do basic math. Others think it is preparation for a job. Others say it gives a society a common culture, or that it should teach "higher level thinking skills". But, when the government issues state or nation wide tests, they are mostly about memorizing facts and equations. If we shared a common goal, we could work towards it.
